BRADFORD MAGISTRATES CASE STUDY
Client: HM Courts & Tribunals Service (HMCTS)
Principal Contractor: FairHeat
Delivery Partner: Broad Oak CS
Network Operator: Bradford Energy Network (BEN)
Project Value: £550,000
Location: The Tyrls, Bradford
At Broad Oak CS, we thrive on solving complex retrofit challenges, and our work at Bradford Magistrates’ Court is a prime demonstration of that capability.
Working in partnership with FairHeat and HMCTS, we delivered critical heating system upgrades to prepare this important civic building for connection to the low-carbon Bradford Energy Network. From the plant room to the distribution system and secure areas, every upgrade was designed for efficient low-temperature operation—without disrupting ongoing court functions.

What We Delivered:
Plant Room Optimisation:
-
Full reconfiguration with a new common return header and streamlined hydraulic layout
-
Replacement of legacy pumps with high-efficiency models
-
Pressure-independent control valves to eliminate bypass flow and enhance control
-
Comprehensive water quality package including filtration, air/dirt separation, and live monitoring
-
New heat meters integrated with Guru Hub technology for real-time performance insights
Distribution System Upgrades:
-
Installation of new 2-pipe LTHW riser and lateral pipework
-
Full hydraulic balancing including:
-
DPCVs on branches
-
PICVs on AHUs
-
TRVs on radiators
-
Flow-limiting valves on radiant panels
-
Cells Area Enhancements:
-
Return temperature limiting valves (RTLs) for DHW loops
-
Automatic air vents to eliminate airlocks and improve performance

Why It Matters:
This project was delivered entirely outside of normal working hours to avoid interference with live court operations. Our team worked through night shifts, coordinating closely with HMCTS to maintain security and minimise disruption.
The retrofit tackled key challenges—confined plant room layout, legacy high-temperature system, and the need for future district energy integration—through meticulous planning and innovative engineering.

The Result:
-
A future-ready heating system optimised for low-carbon district energy
-
Improved energy efficiency and reduced heat loss
-
Full monitoring and smart metering via Guru Hubs
-
Enhanced thermal comfort and system responsiveness
-
Zero disruption to day-to-day court operations
